Answer: The flow of foreign fighters into Iraq via Syria remains one of our most pressing concerns with the Syrian
government. Foreign terrorists are responsible for killing innocent Iraqi civilians, Iraqi Security Forces and Coalition
Forces. We raised this issue during meetings with Syrian Foreign Minister Walid Muallem in New York on September 27 and
