Post delivered reftel talking to contacts in the Ministry of
Foreign Affairs' Office of Multilateral Economic Affairs and
the Ministry of Environment and Forests (MOEF). Econoff
followed up with Md. Abdul Mutaleb, Chief Conservator of
Forests in the MOEF, who expects to represent Bangladesh at
the COP-15 meeting. Mr. Mutaleb reported that the MOEF also
nominated Joint Secretary Apurup Chowdhury to join him at the
COP-15 meeting, but funding constraints may limit their
delegation to one person. Asked for a reaction to U.S.
proposals, Mr. Mutaleb said that Bangladesh "supports the
U.S. view".
