1. Embassy conveyed reftel demarche to Deputy Director
General for the Middle East Alberto Ucelay, stressing U.S.
commitment to resumption of negotiations leading to a
two-state solution. Ucelay said that Spain hoped that
during Special Envoy Mitchell's next regional swing that the
parties would be more willing to move forward with
negotiations. Spain believes that continued negotiations are
the priority and it is willing to help in any way possible.
Foreign Minister Moratinos is currently scheduled to meet
with Secretary Clinton on December 14 and would welcome an
opportunity to meet with SEMEP Mitchell as well.
