1. This is an action message. See paragraphs 2-4.
2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests post assistance in conducting a
pre-license check for the export of gyroscopes to Indonesia
via Singapore. Post is requested to complete this Blue
Lantern check within 90 days. Lack of response to a Blue
Lantern check will affect pending and future licenses
involving parties to this license.
3. Reason for request: sensitive commodity with potential
for diversion. A check on intermediary parties involved in
the transaction.
4. ACTION: Please contact the Foreign End User, Indonesia
Ministry of Defense, and verify its request for the exact
quantity and type of the gyroscopes listed below. Also
confirm intended use of the commodity. Lastly, make
inquiries with the MOD about the Foreign Consignee involved
in this transaction, Staraero Pte Ltd. Does the MOD consider
Staraero to be a reputable company? END ACTION.
