1. Post delivered reftel demarche on Kosovo recognition to the
MFA's Acting Director for External Relations, Elisa Da Silva, on
September 14.
2. Ms. Da Silva confirmed that Kosovo had reached out to
Timor-Leste for a meeting at UNGA. Political Officer urged that
the Government of Timor-Leste take advantage of the opportunity
to hear directly from the Kosovars themselves the importance of
recognizing Kosovo's independence, drawing parallels to
Timor-Leste's experience as a small country denied its
independence aspirations. Da Silva expressed her concern that
Timor-Leste would be drawn into a controversial issue that could
adversely affect its interests. She believed, however, that
Timor-Leste would make some sort of public comment on Kosovo
either at the United Nations or another forum.
