1. On April 22, post delivered all points in reftel to Vice
Minister for Multilateral Affairs Adriana Mejia-Hernandez and
MFA Director for U.S. and Canadian Affairs Patricia Cortes,
and reiterated Russian and Spanish joint interest in the
issue. Cortes thanked us for the information and said the
GOC would review the request. Post will continue to follow
up on the issue and will report any response.
