On March 28, PolOff delivered demarche on Implementing the
Dual Use Item Provision of UN Security Council (UNSC)
Resolution 1803 to Ms. Laose, Deputy Director of the First
United Nations Division at the Ministry of Foreign Affairs.
In addition to the nonpaper included in reftel, PolOff
delivered International Atomic Energy Agency (IAEA)
publication INFCIRC/254/Rev.7/Part 2 "Guidelines for
Transfers of Nuclear-Related Dual-Use Equipment, Materials,
Software and Related Technology" dated February 2006. Ms.
Laose confirmed that she had forwarded instructions to the
relevant authorities to insure compliance with previous IAEA
and UN directives regarding restrictions on dealing with
specific banks and the transit of individuals involved in the
Iranian nuclear program, pursuant to three previous
demarches. She was not certain of the relevance or
applicability of the latest request, given Nigeria's lack of
a nuclear industry, related technology and its corresponding
absence of dual-use exports.
