1. (SBU) Econoff delivered ref A demarche September 13 to the
MFA's Emiliano Waiselfisz, Direction of Multilateral Economic
Negotiations (DIREM), and the MFA's Martin Romero, Direction
of International Relations (DIOIN). Waiselfisz said any
decision on action would be made by his superiors, but noted
that ethical problems are fairly rampant in international
organizations, and commented how that limits their
credibility. Demarche was also passed to Mario Aramburu,
President of the National Institute for Industrial Property
(INPI, USPTO-equivalent) on September 14. Aramburu was aware
of the situation, and expressed concern that poor leadership
could negatively affect the cooperation WIPO provides to
INPI, but stated that the decision in this case lay with the
MFA.
2. (U) We will continue to pursue this issue with MFA
decision-makers.
