1. (U) The GOS introduced the Strategic Goods Control Bill
in Parliament on August 27. If passed, the Bill would amend
the Strategic Goods Control Act to include dual-use goods and
technologies. The Bill also introduces amendments regulating
strategic goods that transit Singapore and the brokering of
strategic goods. The Bill must undergo two more readings and
then be approved by the President (a formality) before it is
enacted. The proposed amendments are part of efforts to
expand Singapore's Strategic Goods Control List (reftel),
according to a Customs official. MFA told us separately that
the control list expansion might also require amendments to
the Chemical Weapons Prohibition Act.
