1. This is an action request. See paragraphs 2 and 3.
2. Action request: Embassy requests the Department assist
in conducting a Leahy Amendment Human Rights review, as well
as a general name check, of the following two Chilean
candidates and one Peruvian candidate, who have been
nominated for training in the U.S., pursuant to the Leahy Act
and Foreign Assistance Act. Post apologizes for the
short-notice request, as training is scheduled to begin on
June 11. Please transmit the results of such, including
information not strictly covered by the Leahy Amendment, to
Embassy.
3. The proposed training is the FBI National Academy
Retrainer Seminar which will take place in the Federation of
Saint Kitts and Nevis, West Indies, from June 11 through June
15, 2007. The name and identifying information of the
proposed candidates appear in the following format: Name,
rank, unit, date of birth, place of birth and national
identification number. The first two candidates are Chilean
nationals; the other is Peruvian.

4. Embassy's ongoing investigation has not found credible
information that the candidates have been involved in gross
human rights violations.
