1. (U) DCM on June 26 delivered reftel demarches soliciting
Burundian support for U.S. positions in the upcoming ICAO
General Assembly in Montreal to the Burundian Ministry of
Foreign Affairs Director for International Organizations,
Ambassador Adolphe Nahayo. Ambassador Nahayo did not offer
formal, substantive comments, but appeared generally
supportive of the U.S. positions.
2. (U) Nahayo specifically asked whether the United States
would put forth a candidate for ICAO elections. He explained
that Burundi had already received requests for support from
Swiss, Canadian, and Cameroonian candidates. He urged the
United States to provide details of any candidacy as soon as
possible, since the Government of Burundi could commit to
support only a finite number of individuals. DCM responded
that we would provide information on the ICAO election
process in the near future, in a separate demarche.
3. (U) Action Request: Please provide guidance for an interim
response to Ambassador Nahayo's inquiry.
