1. Poloff delivered reftel points on May 9 to MFA Director of
Europe and the Americas Tebege Berhe and to desk officer for
the U.S. Third Secretary Adam Tesfaye.
2. Berhe inquired about the status of discussions stemming
from previous principles papers, stating that it was not
clear that reftel statement of principles were particularly
new.
3. COMMENT: As a non-nuclear weapon state that supports the
Treaty of Pelindaba (advocating a nuclear-weapon-free zone
for Africa), we expect Ethiopia will support the Global
Initiative to Combat Nuclear Terrorism. Second Secretary for
International Organizations and Economic Cooperation Yoseph
Kassaye subsequently informed poloff that he would review
with senior GOE officials the possibility of submitting a
written communication to this effect to the USG or the
Russian Federation. END COMMENT.
