Phil Goff Should Be Applauded

Published: Thu 22 Jun 2000 05:48 PM
“I applaud Justice Minister Phil Goff’s announced review of the Police Complaints Authority structure and operation”, said ACT Justice spokesman Stephen Franks.
“The terms of reference are well framed for an objective and thorough review. I hope the reviewer, retired judge Hon Justice Sir Rodney Gallen, makes full use of his powers.
“He should ensure that the evidence is more than anecdote, slogans and crude statistics. The work must recognise the centrality of a complaint investigation process to the values and spirit of the Police.
“It must be realistic. Complaint processes are vital, but the main Police task is catching and deterring crime. The Police must not become entangled in rules designed to eliminate all risks of hindsight criticism.
“On the other hand abuses of power, and any signs of corruption, must be immediately and ruthlessly weeded out,” said Stephen Franks.
