“A PROMINENT PLACE FOR GROWTH IN THE POST-2015 DEVELOPMENT AGENDA” — LAMY
Director-General Pascal Lamy, in a speech at the Conference on International Cooperation in 2020 in the Hague on 7 March 2013, said that “economic growth and trade — as a driver of growth — deserve a prominent place in the post 2015 development agenda. We need an agenda that integrates economic growth with social inclusion and with environmental protection.” He added: “Collectively we must plan for a common destination for the post-2015 development agenda. We need a compass that has countries converging around the same destination. ‘Convergence’ must be an overarching principle. At the same time we need to allow for differences in the pace and rhythm of getting there. And we must make special efforts towards the poorest and weakest. These are in my view the three basic ingredients for a post-2015 development agenda.”

POOREST COUNTRIES’ EXTENDED INTELLECTUAL PROPERTY TRANSITION: TIME-LIMITED OR INDEFINITE?
WTO members, meeting on 5–6 March 2013, accepted that the deadline for least developed countries to protect intellectual property generally could be extended beyond the current 1 July 2013 date. But they were still undecided on whether to set a new deadline or leave it until each country “graduates”.

Le Directeur général, M. Pascal Lamy, dans un discours prononcé à La Haye le 7 mars 2013 à l’occasion de la Conférence sur la coopération internationale en 2020, a affirmé que “la croissance économique et le commerce — en tant que moteurs de la croissance — méritent d’occuper une place prépondérante dans le programme de développement de l’après 2015. Nous avons besoin d’un programme qui intègre croissance économique, inclusion sociale et protection de l’environnement”. “Collectivement, nous devons fixer une destination qui oriente le programme de développement de l’après 2015. Nous avons besoin d’une boussole qui permette aux pays de converger vers la même destination. La “convergence” doit être un principe fondamental. Dans le même temps, nous devons tenir compte des différences de rythme et de vitesse. Et nous devons faire des efforts particuliers envers les plus pauvres et les plus faibles. PROROGATION DE LA PÉRIODE DE TRANSITION RELATIVE À LA PROPRIÉTÉ INTELLECTUELLE POUR LES PAYS LES PLUS PAUVRES: LIMITÉE DANS LE TEMPS OU INDÉFINIE?
Lors d’une réunion tenue les 5 et 6 mars 2013, les Membres de l’OMC ont accepté que le délai après lequel les pays les moins avancés seraient obligés de protéger la propriété intellectuelle pouvait être repoussé après le 1er juillet 2013, date à laquelle il est fixé actuellement. En revanche, ils n’ont pas décidé s’il convenait de fixer un nouveau délai ou d’attendre que chaque pays soit “reclassé”.

Vingt-cinq fonctionnaires gouvernementaux participeront au cinquième cours avancé sur la propriété intellectuelle organisé conjointement par l’Organisation mondiale de la propriété intellectuelle et l’Organisation mondiale du commerce, qui aura lieu durant les deux prochaines semaines, du 11 au 22 mars 2013. Ils se tiendront ainsi informés de l’évolution récente dans les deux organisations et ailleurs.

“EL CRECIMIENTO DEBE OCUPAR UN LUGAR DESTACADO EN LA AGENDA PARA EL DESARROLLO DESPUÉS DE 2015” — LAMY
En un discurso pronunciado en la Conferencia sobre la Cooperación Internacional en 2020 en La Haya el 7 de marzo de 2013, el Director General Pascal Lamy dijo que “el crecimiento económico y el comercio —como motor de crecimiento— merecen un lugar destacado en la agenda para el desarrollo después de 2015. Necesitamos una agenda que integre el crecimiento económico con la inclusión social y la protección del medio ambiente”. Además, el Director General dijo: “Todos juntos debemos planificar una agenda para el desarrollo después de 2015 con un destino común. Necesitamos una brújula para que los países puedan converger en el mismo destino. La “convergencia” debe ser un principio general. Al mismo tiempo, tenemos que permitir que se pueda llegar a ese destino a velocidades y ritmos diferentes. Y tenemos que trabajar especialmente para los más pobres y débiles. Estos son, a mi juicio, los tres ingredientes básicos de una agenda para el desarrollo después de 2015. ”

AMPLIACIÓN DEL PLAZO PARA LA TRANSICIÓN DE LOS PAÍSES MÁS POBRES EN MATERIA DE PROPIEDAD INTELECTUAL: ¿LIMITADO O INDEFINIDO?
En una reunión celebrada los días 5 y 6 de marzo de 2013, los Miembros de la OMC acordaron que el plazo para que los países menos adelantados den protección a la propiedad intelectual podía ampliarse más allá del límite actual fijado para el 1° de julio de 2013. No obstante, aún no deciden si se fijará un nuevo plazo o si se esperará hasta que cada país deje de ser PMA.

LA OMC Y LA OMPI CELEBRAN EL QUINTO CURSO AVANZADO SOBRE PROPIEDAD INTELECTUAL PARA FUNCIONARIOS PÚBLICOS
Veinticinco funcionarios participarán en el quinto Curso avanzado conjunto OMPI/OMC sobre propiedad intelectual para funcionarios públicos, que se celebrará en las próximas dos semanas, del 11 al 22 de marzo de 2013. El objetivo es conocer las novedades en ambas organizaciones y en otros lugares.
