Maroc: première visite du Rapporteur Spécial de l'ONU sur la torture

GENÈVE – L’expert indépendant des droits de l’homme Juan E. Méndez visitera le Maroc* à l'invitation du Gouvernement, du 15 au 22 septembre 2012, pour évaluer les améliorations et d'identifier les défis à relever concernant la torture et autres traitements cruels, inhumains ou dégradants, particulièrement en relation avec l'adoption de la nouvelle Constitution en juillet 2011.

« Ma cause première est d'engager un dialogue avec les décisionnaires et les acteurs clés afin d'aider les autorités à faire respecter l’Etat de droit, encourager la prise de responsabilité pour les abus passés ainsi que les allégations de torture et de mauvais traitements, satisfaire au droit aux dédommagement des victimes de torture et de mauvais traitements, et assurer que leurs auteurs présumés soient tenus responsables conformément au droit international », a dit M. Méndez.

Le Rapporteur spécial, qui visite le pays à l'invitation du gouvernement, tiendra des réunions avec les autorités, du pouvoir judiciaire, de la société civile, l'institution nationale des droits de l'homme, agences des Nations Unies, les victimes et leurs familles. Au Maroc, le Rapporteur spécial envisage de se rendra à Rabat, Salé, Casablanca, Meknès, et Skhirat-Témara.

M. Méndez fera part de ses observations et recommandations préliminaires lors d'une conférence de presse qui se tiendra le 22 septembre 2012, à 15h00, à l'Hôtel Diwan McGallery (place de l'Unité Africaine, 10005 Rabat). Le Rapporteur Spécial présentera un rapport final au Conseil des droits de l’homme en 2013.

* L'expert indépendant se rendra également à Laâyoune, au Sahara occidental, les 17 et 18 septembre 2012.

Morocco: first visit by UN Special Rapporteur on torture

GENEVA (12 September 2012) – Independent human rights expert Juan E. Méndez will visit Morocco* from 15 to 22 September 2012, to assess improvements and identify remaining challenges regarding torture and other cruel, inhuman or degrading treatment of punishment, particularly in light of adopting a new Constitution in July 2011.

“My ultimate task is to engage with decision-makers and key actors to help the authorities uphold the rule of law, promote accountability for past abuses and allegations of torture and ill-treatment, fulfill the right of reparations for victims, and to ensure that alleged perpetrators are held responsible in conformity with international law,” Mr. Méndez said.

The Special Rapporteur, who visits the country at the invitation of the Government, will hold meetings with authorities, the judiciary, civil society, the national human rights institution, United Nations agencies, victims and their families. In Morocco, the Special Rapporteur plans to visit Rabat, Salé, Casablanca, Meknès and Skhirat-Témara.

Mr. Méndez will share his preliminary comments and recommendations at a press conference to be held on 22 September 2012, at 15:00, at the Hotel Diwan McGallery (place de l’Unité Africaine, 10005 Rabat). The Special Rapporteur will present a final report to the Human Rights Council in 2013.

(*) The independent expert will also visit Laâyoune, Western Sahara, on 17 and 18 September 2012.
