Haiti / Human Rights: Mission by UN Independent Expert

GENEVA – The United Nations Independent Expert on the human rights situation in Haiti, Michel Forst, will visit Haiti from 31 January to 8 February 2012 to evaluate the human rights situation there since his last mission in September 2011, and to follow up on recommendations made in his last report to the Human Rights Council.*

“I will focus on issues of human rights in the context of the humanitarian crisis, the implementation of a human rights-based approach to reconstruction, preventing impunity for serious human rights violations and the pursuit of reforms in the area of rule of law. I also would like to propose to Haitian authorities a work plan for 2012 with activities addressing the enjoyment of economic and social rights in particular,” said Mr. Forst.

During his mission the Independent Expert will visit Port-au-Prince and Gonaives. He will meet with the new Haitian authorities, Members of Parliament, the national human rights institution, the diplomatic corps, representatives of MINUSTAH** and the UN System in Haiti, as well as members of the diplomatic corps and civil society.

The Independent Expert will hold a press conference on 8 February 2012 at 11.00, at the conference room of MINUSTAH Logistics Base, to present a preliminary statement on the visit.

The Secretary General appointed Mr. Michel Forst as Independent Expert on the situation of human rights in Haiti in June 2008. Mr. Forst is General Secretary of the National Human Rights Commission of France and author of different publications on human rights, extreme poverty and the United Nations.

Haïti / Droits de l’homme: Mission par Expert Indépendant des Nations Unies

GENEVE – L’Expert indépendant de l’ONU sur la situation des droits de l’homme en Haïti, Michel Forst, visitera Haïti du 31 janvier au 8 février 2012 afin d’évaluer la situation des droits de l’homme depuis sa dernière mission en septembre 2011 et faire le suivi des recommandations établies dans son dernier rapport au Conseil des droits de l’homme.*

« Ma visite sera centrée sur la question des droits de l’homme dans le contexte de la crise humanitaire, la mise en œuvre d’une approche par les droits de la reconstruction, la lutte contre l’impunité et la poursuite des réformes dans le domaine de l’Etat de droit. Je voudrais aussi proposer aux autorités un calendrier d’activités pour 2012, notamment sur la question de la jouissance effective des droits économiques et sociaux » a indiqué M. Forst lors du lancement de sa première mission en Haïti en 2012.

Durant sa mission de huit jours, M. Forst visitera Port-au-Prince et Gonaïves, où il rencontrera les nouvelles autorités, le Parlement, la Protectrice du Citoyen, le corps diplomatique, les représentants de la MINUSTAH** et des agences de l'ONU, des défenseurs des droits de l’homme et des organisations de la société civile.

L’Expert Indépendant tiendra une conférence de presse le 8 février 2012 à 11 heures, dans la salle de conférence de la base logistique de la MINUSTAH, pour présenter les observations préliminaires de sa visite.

Le Secrétaire général des Nations Unies a nommé M. Michel Forst comme Expert Indépendant sur la situation des droits de l’homme en Haïti en juin 2008. M. Forst est Secrétaire général de la Commission Nationale Consultative des Droits de l’Homme de France depuis 2005 et est l’auteur de plusieurs ouvrages sur les droits de l’homme, l’extrême pauvreté et les Nations Unies.
