Plans for the El Quimbo Hydroelectric Project Plant have been put forward to encourage international investment in
Colombia and been sold to the public as part of a national plan for energy security. Development projects such as this
are rarely present in the national and international media, but have transformed the lives of many Colombians living in
rural areas.

The Latin American Bureau's recent article, "Paraguayan People's Army"
The Latin America Bureau (LAB) is a London-based independent research and publishing organization that has been on the
scene engaged in enormously valuable research on relation between the U.S., the U.K and Latin America. In many respects,
it is one of Europe's most closely familiar organizations and is comparable to a U.S. style research group engaged in
political, social and economic matters in Latin America. LAB has a very strong publishing program that is a focal point
for the assessment of the full range of inter-American relations. COHA salutes LAB for its immense contributions to the
full gamut of hemisphere relations over the years.
Aside from occasional references by Latin News and one or two other publications, almost no Western sources have been
addressing the rise of the Paraguayan People's Army. Nick Caistor, in his article from January 17 2012 does a first rate
job.
