Proof that Indonesian intelligence is behind the plan to return 700 Papuans from PNG to Indonesian custody, and the formation of IGSARPRI.*

More original and now scanned attendance lists are available from series of meetings showing other Papuan "leaders" who have been turned to Jakarta, but in the interests of not dividing the movement... we will wait. People know who they are anyway. One thing at a time. (Got to love double agents who want to expose inhuman actions. Just got to keep guessing who the double agent is...... Is it the BIN man? or a Papuan, or the cleaner? Or the person who is disgusted at Indonesia's failure to stop killing or acknowledge the truth of its crimes, and those of its cronies.)
_Background_ Since the arrival of the 43 refugees in Australia, Indonesia has embarked on no-holds barred campaign, both publicly and clandestinely, to return refugees to Indonesian control, and has conducted numerous concurrent campaigns to return refugees from PNG, Vanuatu and Australia. The unlawful removal of Anike and Yunus Wainggai from Australia to Indonesian custody has formed a significant part of this campaign. One aspect of this was the return of Papuan refugees living in hellish limbo in PNG. This particular strategy was formalised into a body called the “Independent Group Supporting Autonomous Region of Papua in the Republic of Indonesia”, (IGSARPRI) whereupon Franzalbert Joku, a former independence leader in West Papua (bought off by BIN in 2000 not long after the Papuan Peoples’ Congress) recruited over 4000 refugees to return under sponsorship to West Papua, despite the violence still being inflicted on their families. To do this here had to give them each over the equivalent of over K4000 each, and his war chest was funded of course by the Indonesian government. IGSARPRIS‟s rationale is to convert West Papuan refugees in PNG to supporting Indonesia’s version of special autonomy and to secure their return ahead any referendum or international monitoring. As such, PNG has been very happy to get rid of these refugees, and has defending its agreement to repatriate 700 West Papuans to neighbouring Indonesia. PNG’s Foreign Minister, Sam Abal, says "there’s nothing new about his country’s officials working with their Indonesian counterparts". To what end, with who's protection or profit in mind, and with how much legality is the question.
In fact it was clear that IGSARPRI was an intelligence operation when one considers who was at the key meeting to get it off the ground in PNG. The former Second Secretary of the Embassy in Canberra, Mohammed Burhan Mohammed, now the Deputy Director of BIN, was one of the key drivers of this plan, as was Colonel Pakpahan, the former Defence Attaché at the Indonesian Embassy in Port Moresby.
