Iraq: Memorandum on concerns related to legislation introduced by the Coalition Provisional Authority

Amnesty International published a memorandum today on concerns related to legislation introduced by the Coalition Provisional Authority (CPA). (For more information, please see: http://amnesty-news.c.tep1.com/maabJkzaa2EHebb0hPub/

The Memorandum on concerns related to legislation introduced by the Coalition Provisional Authority calls on the CPA to suspend provisions of the Iraqi penal legislation that clearly contravene international law and standards, and replace those by new legislation only if their suspension would create a legislative gap.

The memorandum highlights Amnesty International's concerns in relation to CPA orders and regulations and their impact on human rights. It includes analysis related to independence of the judiciary, freedom of expression and association, freedom of movement, access to information in the appropriate language, and property disputes.

The Memorandum also calls on the Iraqi Governing Council to support the adoption by the CPA of the recommendations contained in the document.
