Former Rwandan mayor pleads not guilty at UN tribunal to genocide

A former mayor in the Kigali Rural prefecture appearing before the United Nations International Criminal Tribunal for Rwanda (ICTR) has pleaded not guilty to charges that he ordered attacks against Tutsi minorities in Rwanda and participated in those assaults during the 1994 genocide.

Juvénal Rugambarara, Bourgmestre of Bicumbi commune throughout the genocide, faces nine charges including genocide, crimes against humanity, public incitement and serious violations of the Geneva Conventions.

Mr. Rugambarara's initial appearance last Friday before Judge Jai Ram Reddy follows his transfer from Uganda to the UN Detention Facility in Arusha two days before.
