As instructed reftel, on February 23, Charge delivered demarche
to Palauan Minister of State, who advised that Palau's
representative to the U.N. would be instructed to vote against
the Palestinian-drafted resolution on the Goldstone Report. As
Palau is in arrears on its U.N. dues, however, it is doubtful
that it will be allowed to vote. Charge suggested to the
Minister that Palau pay the amount owed so it could vote, but
the response was not encouraging, as she stated that Palau's
financial position was terrible.
