SUBJECT: CITES COP 15: Greece Looking to Common EU Position

(U) ESTH officer conveyed reftel talking points on U.S. proposals
for the upcoming Conference of the Parties (COP 15) for the
Convention on International Trade in Endangered Species (CITES).
Konstantinos Delikos of the Environment Directorate (D5) of the
Ministry of Foreign Affairs explained that Government of Greece
(GoG) could not yet provide commentary on the U.S. proposals but
planned to support a common EU position. Regarding the Greek
delegation, Delikos explained that because of current financial
difficulties, GoG was considering not sending a delegation. More
likely, Delikos explained, the Greek delegation may consist of
diplomats from the Greek mission in Doha. Post will follow up with
additional contacts in the Ministry of Environment, Energy, and
Climate Change and report any developments in the Greek position
and delegation.
