(SBU) In a January 19 conversation, MFA America's Department
official Le Cong Tien informed PolOff that Vietnam had not yet
reached a formal decision on humanitarian assistance, but that the
Prime Minister's office was likely to approve a "preliminary" grant
of USD 50,000 and was considering additional in-kind assistance,
including foodstuffs (presumably rice) and other supplies. Tien
was well aware of the Financial Tracking System, described reftel,
and confirmed that assistance would be coordinated through the UN
Office for the Coordination of Humanitarian Affairs.
