1. LEAD STORIES: Several Friday morning papers front-paged the
announcement by Secretary of State Clinton in Copenhagen on Thursday
that Washington is prepared to join other developed nations in
establishing a fund by 2020 to raise $100 billion annually to help
developing countries cope with global warming.

2. "Pakistani President's Grip on Power to Decline" On the Pakistani
Supreme Court's ruling on Thursday striking down the national
reconciliation ordinance (NRO), which was issued by the then
Musharraf administration in order to grant amnesty to [President]
Zardari and others, the liberal Tokyo Shimbun wrote (12/18): "The
decision making the prosecution of President Zardari and his key
cabinet ministers possible has dealt a severe blow to Zardari. His
grip on power is bound to decline. This will probably have adverse
effects on the Obama administration's new Afghan strategy."

3. "Developing Countries Maintain Hard Line to Obtain Assistance" On
the ongoing COP15 meeting, the top-circulation, moderate Yomiuri
stated from Copenhagen (12/18): "With a decision not to submit a new
proposal on a political agreement, the proposal put forward by the
chairman of the special working group has been revived. As the
proposal calls for an extension of the Kyoto Protocol that only
obligates developed countries to reduce greenhouse gas emissions,
this shows that developing nations' position calling for an
extension of the current protocol appears to be prevailing.
Developing countries are attaching importance to the Kyoto
agreement, given that they view it as a 'legal document' that
requires developed countries to pledge financial support."
