ON LICENSES 050179008 AND 050202690
1. This is an Action Request. See paragraph 4.
2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests Post's assistance in conducting
a pre-license check on licenses 050179008 AND 050202690 for
the export of suppressors and fire control systems to
Thailand. Post is requested to complete this Blue Lantern
check within 30 days. Lack of response to a Blue Lantern
check will affect pending and future licenses involving
parties to this license.
3. Reason for Request: These licenses list unfamiliar
foreign consignee 299 Company Ltd, which has not previously
been the subject of a Blue Lantern check. This check is to
verify the bona fides of these transactions and 299 Company
Ltd. Also, this check is to confirm that the government
end-user received the suppressors listed on 050179008 (NOTE:
The suppressors on license 050179008 have already been
shipped and license 050202690 remains under review by
PM/DDTC).
4. Action Request: Post is requested to establish the bona
fides of foreign consignee 299 Company Ltd. by making
inquiries to representatives of the company and appropriate
authorities of the Government of Thailand. Post is also
requested to confirm these orders with the government
end-users and verify that the suppressors on license
050179008 have been received. The following points are
included for guidance:

--When was your company established and who are its
principals?
--What products and services does your company provide? Who
are your regular customers and where do they reside?
--What are your annual sales of U.S.-origin defense articles?
--Do you sell defense articles to customers that reside
outside Thailand? If so, who are these customers and where
do they reside?
--Did you ever have physical possession of the suppressors
listed below? If so, please provide documentation that
demonstrates that all suppressors were transferred to the
Royal Thai Navy. Please confirm the exact quantity of
suppressors you ordered, received, and transferred to the
Royal Thai Navy.
--Will you ever have physical possession of the Hellfighter
Spotlight Kits, Short Barrel Mounts, or Cables listed below?
--Please describe the security measures your company takes in
handling and storing defense articles.
--Are you familiar with the regulations governing the import
of U.S.-origin defense articles, including restrictions on
unauthorized re-transfer or re-export?

--Can you confirm these orders for suppressors and fire
control systems?
--Did the Royal Thai Navy receive all the suppressors listed
on license 050179008? Please confirm the exact quantity of
suppressors you ordered and received.

--Is 299 Company Ltd properly authorized to import and sell
defense articles in Thailand?
--Do you have any information on 299 Company Ltd that would
call in to question their reliability as a recipient of U.S.
defense articles?

facilities, end-use, and concerns about the entities
involved.
