SUBJECT: NICARAGUA: HUMAN RIGHTS INDIVIDUAL VETTING REQUEST FOR U.S. - SPONSORED TRAINING: MILGP, COUNTER DRUGS OPERATIONS COURSE

1. We request the Department's assistance in screening the
following individuals who have been nominated for USG-funded
training, pursuant to the Leahy Act and the Foreign Assistance Act.

2. The following individuals will attend the Counter Drugs
Operations Course in Ft. Benning, Georgia, from January 15 through
March 17, 2010. The names are listed with the surname first,
followed by rank and DOB:

3. As the U.S. Embassy Managua Leahy vetting coordinating office,
we certify that Post has completed its own local vetting and found
no credible evidence of gross violations of human rights.

4. In order to prepare for the participants' travel, we appreciate
the Department's response by December 31, 2009.
