AND VIETNAMESE PRIME MINISTER IN COPENHAGEN

1. (U) The Government of Vietnam (GVN) officially has requested a
bilateral meeting between President Obama and Vietnamese Prime
Minister Nguyen Tan Dung at the upcoming Conference of the Parties
under the United Nations Framework Convention on Climate Change
(COP 15) in Copenhagen later this month. Prime Minister Dung will
lead the Vietnamese delegation to the COP 15 talks. Following up
on informal requests (Ref A), on December 2, the Foreign Ministry
sent the Embassy a Diplomatic Note with the official request for a
meeting during the time period of December 16-18.

2. (U) The following is an unofficial translation of the
Diplomatic Note, which also has been forwarded to relevant State
Department offices via e-mail:

The Ministry of Foreign Affairs of the Socialist Republic of
Vietnam presents its compliments to the Embassy of the United
States of America in Hanoi and has the honor to inform that the
Prime Minister of the Socialist Republic of Vietnam, H.E. Mr.
Nguyen Tan Dung, shall lead the Vietnamese delegation to attend the
Climate Change Conference in Copenhagen, Denmark, on 12/16-18/2009.
During his time at the Conference, Prime Minister Nguyen Tan Dung
does wish to meet with the U.S. President, H.E. Mr. Barack Obama,
to discuss issues related to the Conference as well as measures to
further promote the multi-faceted cooperative relations between
Vietnam and the United States.

The Ministry of Foreign Affairs of the Socialist Republic of
Vietnam would like to request the U.S. side to help arrange the
above-mentioned meeting and looks forward to receiving soon
positive feedback from the U.S. side. For relevant details, please
