SUMMIT

1. LEAD STORIES: Top items on Monday morning included Prime Minister
Hatoyama's meeting on Sunday with senior GOJ officials. They
reportedly discussed the rapid appreciation of the yen.

2. "Time for Diplomacy" On recent announcements by the U.S. and
China on their respective goals for reductions in greenhouse gas
emissions, the liberal Asahi editorialized (11/29): "The reduction
targets that were put forward by the U.S. and China are not worthy
of praise.... The U.S. should consider a reduction of 'from 25
percent to 40 percent from the 1990 level by 2020.' Otherwise,
chances are high that damage from global warming would become much
more serious. As a major greenhouse gas producer, China on its part
should adopt an ambitious goal that would lead to an overall
reduction of emissions. The effectiveness of a post-Kyoto Protocol
accord will increase only when the world unites to reduce
emissions."

3. "Join with U.S. to Prevent Nuclear Terrorism" On President
Obama's plan to convene a Global Nuclear Security Summit in April in
the U.S., the liberal Asahi asserted in an editorial (11/30):
"President Obama is concerned that nuclear terrorism in New York,
Paris, or Tokyo would not just inflict casualties but also throw the
international economy and society into turmoil. The President is
correct in regarding nuclear terrorism as a realistic threat and
looking into countermeasures in a speedy manner.... Speaking on
nuclear problems, attention is being paid in Japan to North Korea's
nuclear development and Chinese nuclear strategy. They are serious
matters of concern. However, Japan should also share U.S.
apprehension about nuclear terrorism. As a U.S. ally, Japan should
make its utmost diplomatic efforts to reduce the threat of nuclear
terrorism."
