1. This is an Action Request. See paragraphs 2-4.
2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests Posts' and AIT's assistance
in conducting a pre-license check on application 050198982
for the export of a United States Munitions List
(USML)-controlled C/Ku-Band Receive-Only Feed to Thailand.
Posts and AIT are requested to complete this Blue Lantern
inquiry within 30 days. Lack of response to a Blue Lantern
inquiry will affect pending and future licenses involving
parties to this license.
3. Reason for request: To substantiate the bona fides of
multiple foreign entities involved in the proposed
transaction; diversion concerns.
4. Action Bangkok: The Department requests that Post inquire
within the Government of Thailand to confirm that the Armed
Forces Security Center, Supreme Command Headquarters placed
an order for the item listed below for the purpose stated on
the application. Establish the bona fides of unfamiliar
Foreign Consignees Itthiporn Import Company Ltd. and Foreign
Intermediate Consignee Advisor Shipping Co. Ltd. in the
proposed transaction. If possible, conduct site visits to
assess the companies' reliability as recipients of USML items
as well as their operations and on-site security. Emphasize
that the unauthorized re-export or retransfer of USML items
is strictly prohibited. Determine whether any other
Thailand-based firms are involved in the procurement of the
item. Ask the Government of Thailand to verify the role(s) of
all foreign parties involved in the transaction.
Action Bandar Seri Begawan: Post is requested to confirm the
bona fides of Foreign Consignee Sino Technology Co. Ltd. in
the proposed transaction. If possible, conduct a site visit
to assess the company's reliability as a recipient of USML
items as well as its operations and on-site security.
Emphasize that the unauthorized re-export or retransfer of
USML items is strictly prohibited.
Action AIT Taipei: AIT is requested to confirm the bona
fides of Foreign Consignee Long Sion Corp. in the proposed
transaction. If possible, conduct a site visit to assess the
company's reliability as a recipient of USML items as well as
its operations and on-site security. Emphasize that the
unauthorized re-export or retransfer of USML items is
strictly prohibited.
Action Hong Kong: Consulate is requested to determine the
role of Foreign Consignee Sino Technology Co. Ltd., Kowloon,
in the proposed transaction. If possible, conduct a site
visit to assess the company's reliability as a recipient of
USML items as well as its operations and on-site security.
Emphasize that the unauthorized re-export or retransfer of
USML items is strictly prohibited.

- Please confirm an order for the item listed on license
050198982.
- Does the company understand the restrictions against the
unauthorized re-export or retransfer of U.S.-origin defense
articles?
- Does this company serve as a broker of USML articles with
any countries besides Thailand? If so, where? If the
company has offices abroad, where are they located? Has this
company ever used any other names?
- How long has the company been in the business of importing
and selling defense articles?
- What other products are sold by this company?
- How long has this company been involved in business
operations with the Government of Thailand; do you have a
regular business relationship with Thailand?

PURPOSE:
The feed will improve and upgrade existing ground-based
satellite communications capabilities to support future
missions. The feed on this license request is one of the
components of the 11.1 Meter C/Ku-Band Receive Only Satellite
Antenna System and is not separately priced in the contract.
6. Submitted in support of the license application were the
following documents (PM/DTCC will fax documentation to Posts
and AIT upon request):

2009 references No. MOD 0310/2074, and contract no 48/2551
dated 26 September 2008;
