1. (U) The British Embassy in Baghdad on November 22 received
a Diplomatic Note from the British Ministry of Foreign
Affairs confirming that the UK Training and Maritime Support
Agreement is in effect. The Diplomatic Note re-affirms what
Post learned informally (Ref), that the UK has accepted the
Iraqi Presidency Council's ratification of the agreement as
the final step in the process of returning the UK naval
training mission to Iraqi waters.
