SUBJECT: Manila Response: Marine Scientific Research Authorizations

REFS: (A) SECSTATE 101996 (B) MANILA 02079

1. ESTH Officer Dovas A. Saulys, under the Economic Section, is the
officer in Manila responsible for marine scientific research
authorizations. His tour of duty in Manila ends August 2012. He is
assisted by Maria Theresa N. Villa, Economic Specialist.

2. Philippine regulators require a lead time of six months to
review application for consent. Updates on changes on the
application details are communicated via the AmEmbassy. Reporting
dates and deadlines are strictly enforced. Delays in reporting of
completed researches hamper applications for subsequent marine
scientific researches.
