Post delivered reftel points with officials from Estonia's Foreign
Affairs, Environment, Defense, Transportation, and Economic Affairs
and Communications Ministries. In a coordinated GOE response,
Andres Arujoa, Chief Executive of the Aviation and Maritime
Department of the Ministry of Economic Affairs and Communications,
and Kai Luht, Chief Expert of the Climate and Ozone Bureau of the
Ministry of the Environment, confirmed that all military flights
performed by military aircraft are excluded from the Emissions
Trading Scheme (ETS), but ETS would apply to non-commercial
operators, including non-military operations carried out by
military aircraft. Luht added the GOE feels CODELs traveling on
military aircraft would fall under exception "a" (from the EU
directive) and would not fall under ETS. The GOE had no comment
regarding the inclusion of N-numbered aircraft in the list of air
carriers to be covered by ETS.
