SUBJECT: MEXICO REQUESTS USG SUPPORT FOR CANDIDACY TO THE
INTERNATIONAL NARCOTICS CONTROL BOARD

1. Mexico's Foreign Secretariat (SRE), per diplomatic note
004667 dated September 3, 2009, announced its decision to
propose Amb. Jorge Montano to the United Nations
International Narcotics Control Board in elections to be held
by the UN Economic and Social Council in 2009. Mexico seeks
U.S. support for Montano's candidacy.

2. In the document attached to the note, Mexico provides
background information on Montano. He received Bachelor's
degrees in political science and law from the National
Autonomous University of Mexico (UNAM) and Master's and
Doctorate degrees in political science from the London School
of Economics. He then joined the Mexican Foreign Service
where he largely focused on narcotics issues. He has held a
variety of positions in the Foreign Service including:
Permanent Representative to the United Nations, Ambassador of
Mexico to the United States of America, and the Director of
Multilateral Affairs.

3. Action Request: Embassy requests Department guidance on
responding to Mexico's appeal for support.
