SUBJECT: MEXICO REQUESTS USG SUPPORT FOR CANDIDACY TO THE
UNITED NATIONS INTERNATIONAL CIVIL SERVICE COMMISSION
1. Mexico's Foreign Secretariat (SRE), per diplomatic note
004630 dated September 3, 2009, announced its decision to
propose Ernesto Herrera as a candidate to the United Nations
International Civil Service Commission for the 2014-2017 term
in elections to be held during the 68th General Assembly of
the United Nations in 2013. Mexico seeks U.S. support for
Herrera's candidacy.
2. In the document attached to the note, Mexico provides
background information on Herrera. He received his
Bachelor's and Master's degrees in international relations
from the National Autonomous University of Mexico UNAM). He
went on to become a diplomat in Mexico's Foreign Service,
focusing on multilateral and administrative issues. He also
served as a Committee Delegate to the UN and was appointed to
Security Council staff. He currently works as the Deputy
General Director for Human Resources at the Mexican Foreign
Secretariat.
3. Action Request: Embassy requests Department guidance on
responding to Mexico's appeal for support.
