SUBJECT: NICARAGUA: HUMAN RIGHTS INDIVIDUAL VETTING REQUEST FOR U.S.-SPONSORED TRAINING: RSO, LATIN AMERICAN LAW ENFORCEMENT EXECUTIVE DEVELOPMENT SEMINAR (LALEEDS) IN QUANTICO, VIRGINIA
1. We request the Department's assistance in screening the
following individuals who have been nominated for USG-funded
training, pursuant to the Leahy Act and the Foreign
Assistance Act.
2. The following individuals will attend the Latin American
Law Enforcement Executive Development Seminar (LALEEDS) from
September 14 to October 02, 2009. The names are listed with
the surname first, followed by rank and DOB:
Unit: Nicaraguan Police
Baltodano Callejas, Diego Manuel; Comm; 30 Oct 1964
Carcamo Narvaez, Jose Luis; Comm; 12 Aug 1963
3. As the U.S. Embassy Managua Leahy vetting coordinating
office, we certify that Post has completed its own local
vetting and found no credible evidence of gross violations of
human rights.
4. In order to prepare for the participants' travel, we
appreciate the Department's response by September 8, 2009.
