7. The Government of Mozambique has received financial
assistance from the African Development Bank, World Bank
and other donors for funding the Financial Sector
Technical Assistance Project (FSTAP) in the Country.
The overall objective of the FSTAP is to improve the
soundness and efficiency of the financial sector, so as
to strengthen its contribution to economic growth and
poverty reduction in Mozambique. The project intends to
develop the institutional capacity of the financial
sector through the funding of activities that aims to:
(a) strengthen the regulatory and supervision framework
for the banking and non banking financial institutions,
including the insurance and pension sectors; (b)
strengthen the social security coverage and management;
(c) develop an efficient and effective national payment
system; (d) improve the legal and judicial environment
for loan provision operations; and (e) extend the
financial services, especially to rural areas through
the improvement of micro finance institutionQs
operations. Part of the funds is to be used to procure
consultancy services to strengthen the operations of the
Property Registries in Mozambique.

8. The consultancy will include, but not limited to:
(i) carrying out a detailed review of the current
operations of the property registries in Mozambique and
make recommendations for the modernization and
computerization of the operation of the property
registries; (ii) drafting new law on the operations of
the property registries and assisting the passage of the
law through the legislative process (iii) supporting the
implementation of the computerization of the property
registries (iv) support in the procurement of the
software, equipment including supervising the
installation and related services. For this consultancy
the Project Implementation Unit (PUI) intends to hire a
Consulting Firm or Consortium with demonstrable relevant
and proved experience in (i) large computerization
projects (ii) organizational reengineering projects
(iii) legal reforms evolving property registry, and (iv)
developing countries specifically in Africa evolving
property registry.

9. The FSTAP Project Implementation Unit (PIU) now
invites qualified consulting firms to express their
interest in providing the services. Interested
consultants must provide information indicating their
qualification to perform the services (description of
similar assignments, experience in similar conditions,
availability of appropriate skills among staff, etc).
Firms may associate with other firms to enhance their
qualifications. A short list of six firms will be

compiled in accordance with the procedures set out in
the African Development BankQs Rules of Procedure for
the Use of Consultants. Expressions of interest must be
delivered at the above mentioned address by December 8,
2008.
