IRAN INTO NATIONAL ACTIONS

1. (SBU) During a meeting on October 30 with the Prime
Minister and Foreign Minister, Deputy Secretary of Treasury
Robert Kimmitt delivered reftel message. The Kuwaitis
offered no substantive response.
2. (SBU) In a meeting with Undersecretary Ministry of
Finance Khalifa M. Hamada, on November 6, Econcouns delivered
reftel points, reiterating the Financial Action Task Force's
(FATF) concern of the terrorism finance threat emanating from
Iran and of the U.S. plan to impose preventive measures in
the coming weeks to further protect itself from Iran's
illicit finance threat. U/S Hamada said he would review the
information presented to him and contact Econcouns in two
weeks to arrange a follow-up meeting. Post will report any
substantive response septel.
