SUBJECT: DOMESTIC ISSUES MAY EXPLAIN DELAY IN MONTREAL RATIFICATION
REF: STATE 109135
1. On October 15, POLOFF delivered reftel demarche to Ambassador
Patrice Cure, Head of the Political Directorate, Ministry of Foreign
Affairs. Cure said that the reasons for ratifying the Montreal
Convention seemed logical and convincing. He speculated that either
the process of adopting the convention into domestic law or a
technical objection by the domestic airline, Air Mauritius, could
explain why the convention has yet to be ratified.
2. Cure assured POLOFF that he would inquire with all concerned
parties to find out why the convention had not been ratified and
pass his findings on to Post. Post will follow up with any
pertinent information received in septel response.
