1. (SBU) Poloff met with Eduardo Jordan, marketing agent for
Bushmaster, and Oswaldo Luna Valderrabano of La Policia
Federal Preventiva (PFP), and spoke by phone with Lieutenant
Colonel Raul Manzano Velez in the Office of Commercialization
of Armaments and Municions at the Secretariat of National
Defense (SEDENA) October 10 about the end-use check on
license 050115265 (reftel). Valderrabano and Manzano both
confirmed the order and the purpose of the contract to
facilitate the expansion of PFP. Jordan told Poloff that he
will not physically transport the defense articles across the
U.S.-Mexico border but will rely on a freight-forwarder.
Upon reaching the Mexican side, he explained that SEDENA then
would take possession of the defense articles as the only
authorized unit of the Government of Mexico (GOM) to import
military equipment. SEDENA would retain physical possession
of the articles until they are delivered to PFP in Mexico
City. This was corroborated by the representatives from
SEDENA and PFP. Jordan said that he represents Bushmaster in
an official capacity and receives training on a regular basis
when he visits Bushmaster headquarters in Maine on the rules
and regulations in the registration and licensing obligations
of a broker under part 129 of the International Traffic in
Arms Regulation (ITAR).
2. (SBU) Poloff used the agent to establish contact with
both PFP and SEDENA and is confident that the information he
obtained is credible.
