1. (U) President Joseph Kabila, in a government decree released
late in the evening October 26, presented the new DRC cabinet of
Prime Minister-designate Adolphe Muzito. Major changes include an
increase in the number of ministers from 33 to 37 and the
replacement of the three ministers of state with three new "deputy
prime ministers" for (1) basic social services, (2) reconstruction,
and (3) security and defense. The number of vice-ministers grew
from 11 to 14. A number of prominent ministers in the previous
government, including Defense Minister Chikez Diemu and Interior
Minister Denis Kalume, are not in the new government.
2. (U) The three new positions of "deputy prime minister"
correspond to the principle themes from President Kabila's October 9
national address (ref A) in which he identified security,
development, and provision of services as top priorities for the new
government. The National Assembly must approve the proposed cabinet
by an absolute majority of its 500 members.
3. (U) Muzito was appointed Prime Minister by Kabila October 10
following protracted negotiations within the majority presidential
alliance (AMP - "Alliance de la majorite presidentielle" in French)
after the September 25 resignation of Antoine Gizenga (ref B). Bios
of new ministers and analysis of the composition of the new
government will follow septels.
