(SBU) Polcouns delivered reftel demarche to Maria del Mar
Fernandez-Palacios, Advisor on North American and European
Affairs in the Department of International Policy and
Security of the Presidency September 5. Reftel points were
also delivered to the Office of Human Rights within the
Ministry of Foreign Affairs on September 3. No substantive
