1. (SBU) On August 12 Econoff met Fernando Sanclemente,
Director of Colombia's Civil Aviation Authority and provided
Sanclemente with a copy of the July 30 Robl letter and orally
delivered talking points per reftel. Sanclemente said he
would review the Robl letter to see if it could be the basis
for additional service to Armenia in advance of the next
round of formal negotiations on bilateral air service links
and that he would contact Robl directly with his response.
