REF: 2006 BLUE LANTERN GUIDEBOOK

1. This is an Action Request. See paragraphs 2-4.

2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests Embassy's assistance in
conducting a post-shipment check on license 050095779 for the
export of F-16 repair kit to Singapore. Embassy is requested
to complete this Blue Lantern check within 45 days. Lack of
response to a Blue Lantern check will affect pending and
future licenses involving parties to this license.

3. Reason for request: Questionable documentation from
foreign parties; unfamiliar foreign consignee, Trelleborg
Sealing Solutions.

4. ACTION: Embassy is requested to make inquiries with
appropriate Defense Science & Technology Agency (DSTA)
officials to determine if it has received the F-16 repair kit
and that the articles are being used for the purpose stated
on the license. Also, please conduct a site visit to
Trelleborg (POC Willy Cole, Tel#: 1(1) 260 749 9631) to
assess its general reliability as a recipient of defense
articles, confirm its order from DSTA, and understanding of
the prohibition against re-export or re-transfer of
U.S.-origin items.

PURPOSE:

ST Aerospace is under contract to rebuild major components of
F-16 aircraft belonging to the Singapore Ministry of Defense,
Defense Science and Technology Agency. Major components,
subject of maintenance, will eventually be applied to
aircraft operated by the Republic of Singapore Air Force.
Maintenance action is effected at 1 Depot Rd, #03-01, Defence
Technology Towers Singapore 109679. The kits are
manufactured by Trelleborg in Fort Wayne, IN, USA sold to
Trelleborg Singapore who subsequently sells the kits to ST
Aerospace.
