REF: STATE 74305 (SBU) According to FCO East Africa Team Leader Gill Atkinson, HMG fully supports implementation of UNSCR 1816. Atkinson said the UK is considering mechanisms of technical support, but has no specific plans at this time to do so because of resource constraints and the multitude of legal issues that must be resolved. In the long-term, Atkinson said the UK is "actively considering" provision of assets to escort WFP food shipments, though no assets are currently available.
