(SBU) On October 4, Poloff met with the Ministry of Foreign
Affair's director of international organizations and
delivered reftel demarche. The director responded that the
Bolivian government would not be sending anyone to the
biennial Ministerial in Bamako. Comment: Emboff took the
director's response to mean that Bolivia is not currently
focused on actively participating in the "Community of
Democracies" initiative.
