CONDEMNING THE USE OF RAPE AS AN INSTRUMENT OF STATE POLICY

REF: STATE 135255

1. Having previously provided the Thai Ministry of Foreign
Affairs International Organizations Department with a copy of
the U.S. draft resolution on "Condemning the Use of Rape as
an Instrument of State Policy," we called on Acting Director
and Counselor of the Social Division of the International
Organizations Department, Sirilak Niyom, on October 5 and
made the points outlined in reftel.

2. Sirilak described the topic of the resolution as "very
important" for humans rights and advised that the Thai
government was in the process of carefully considering its
support for and possible co-sponsorship of the resolution.
Sirilak and her assistant, Pornnika, asked the following
questions related to the resolution:

a) What other countries have given their support for the
resolution?
b) Did the resolution stem from the current crisis in Burma?
c) Is the resolution directed at any specific country?
d) What, if any, planned action is there following an
agreement on the resolution?
