1. (U) Poloff discussed reftel points with MFA Counsellor for
Human Rights and International Organizations Simona Halperin
on September 17. Halperin noted that the GOI was preparing
for the October 8 vote on Committee Against Torture (CAT)
membership, but had no substantive comments regarding Felice
Gaer's candidacy at this time. Halperin thanked poloff for
the points and CV, and undertook to discuss Ms. Gaer's
candidacy with others involved in the CAT preparations. We
will report any further developments.
2. (U) NOTE: Post was not included among the addressees in
refs. B-D (containing the original instructions and demarche
points), and was not aware of this issue until we received
ref. A on September 10.
