1. Per reftel, post conducted a site visit and contacted the
Singapore Ministry of Defense (MOD) to establish the bona
fides of Powell Technologies.

2. Powell Technologies is a limited exempt private company
that has been operating in Singapore since September 16,
2004. Singapore's online business directory, Biznet, lists
the company's principal officers as:

3. DHS/ICE databases revealed no negative information about
Powell Technologies.

4. Econoff visited the address listed reftel on September 6.
The location was a residence, and the occupants were not at
home. During a subsequent phone conversation, Powell
Technologies' owner, Ted Chia, confirmed that he worked out
of his residence. The company's only customers were the MOD
and ST Aerospace, he said. (Note: ST Aerospace is a
division of ST Electronics, a Singapore government-linked
company that handles many of the Singapore Armed Forces'
procurement contracts. End note.) Chia told us that he had
been working with munitions list items for approximately ten
years and was familiar with USML restrictions. A MOD
representative confirmed that it had ordered the spare parts
listed reftel through Powell Technologies.
