1. (SBU) On September 20, Pol/C met with Jun Cardenas,
Executive Director of the Office of American Affairs at the
Department of Foreign Affairs, to urge the Philippine
government to accept President Bush's invitation to join the
newly announced Asia Pacific Democracy Partnership. Cardenas
listened carefully to the presentation and agreed to send a
formal reply before October 12 on whether the Philippine
government would take part in the proposed organizing meeting
in Mali in November.
