1. (SBU) DCM spoke to RTG MFA Permanent Secretary Virasakdi
Futrakul September 6 re: demarche points in ref. B.
Virasakdi responded that the RTG is willing to listen to USG
concerns but would like further details. On September 7,
econoff presented non-paper from ref. A) to Charn Jullamon,
Director of the Peace, Security and Disarmament Division in
the MFA's Department of International Organizations. Econoff
also delivered the demarche points from ref. C. Charn
incidentally had just returned from Iran on what he
characterized as an unrelated matter. He will travel to
Vienna over the weekend as part of the RTG delegation to the
IAEA Board of Governors meeting. According to Charn, the
delegation will be headed by the Minister of Science and
Technology and is comprised of officials from several
different ministries. When pressed re: the concerns in ref.
C, Charn responded that the RTG plans to make a statement
next week and that it is currently going through their
interagency process. He stated that the RTG would take USG
concerns and information outlined in refs. A and C into
consideration. However, he reiterated the Thai position that
Iran as a signatory to the NPT has a right to use peaceful
civilian nuclear technology within IAEA parameters. Econoff
underscored the USG position on the importance that Iran
grasp the breadth and depth of international concern about
Iran's enrichment activities.
